I really feel out of it when I can’t read Scott Adams’ blog without consulting urbandictionary.com to translate what he’s writing about. On the other hand, every time he teaches me a new phrase, I know it’s one that will make me laugh a little.

If you really want to feel out of it, I knew that one. It’s a common phenomenon among teen girls who wear pants too tight and too low, ensuring the least flattering look possible. (This is true even among anorexic girls.)

I understood this to be a relatively new phenomena caused by the prevalence of low-cut jeans. I had no idea this might apply to men since they already owned the beer belly. I understood the muffin top to be a female only counterpart considering how much time we are supposed to be spending in the kitchen.
Scott Adams does take the term to a new high.

Apparently “muffin top” has been a term used for a long time… by the British and Australians. It may be new to America.
